Jan was born in Amarillo Texas.  God, family, and country were her family’s three greatest loves.   As part of a military family she lived all over the United States.  She went from Texas to Florida, New Mexico, Ohio, California and North Carolina before returning to Texas.

Jan earned an Associate of Arts Degree and an Associates of Applied Science Degree in Marketing from Tarrant County College, and a Bachelor of Arts Degree from Texas Wesleyan College. In 2006, she earned a Master of Public Administration Degree from the University of Texas at Arlington and was inducted into Phi Alpha Alpha, the global honor society for public affairs and public administration.   

During college, she worked in as a summer replacement at the Federal Aviation Administration one year and the next year for Housing and Urban Development while attending classes at night.  She began working for Sears part time during her second year of college and after graduation, was offered a job as a Department Manager.

Jan worked for the City of Fort Worth for a little over six years.  She retired from the City of Grand Prairie after twenty-three years of service.  Jan served on many committees and volunteered for numerous special projects at both cities.  Her primary duties in her assigned departments included budgets, purchasing, grant administration, lease contracts and research. 

Married for over forty-years she and her husband built their home in Watauga in 1981.  Jan was appointed to the Parks Development Corporation (PDC) in 2000.  Her service continued when the PDC transitioned to the Watauga Economic Development Corporation.  The final stages of Capp Smith Park and the construction of the Hector F. Garcia Recreation Center were done during her tenure.  She continues to serve on the Watauga Economic Development Corporation.  She became a member of the Volunteers in Police Service during the current pandemic.
